Frank Higgins | Norman, Oklahoma


Frank Higgins is an Oklahoma native and avid Oklahoma Sooner fan residing in Norman. He is a graduate of the University of Oklahoma with a BS in Education and commissioned through OU Army ROTC as a Signal Corps officer. Frank retired as a Colonel after a 30-year military year career, which had many assignments including commands at several levels. He also he earned his MS at the National Defense University in Washington D.C. in Strategic Resource Management. Upon his retirement from the Army Frank spent 10 years working in the defense industry. He spent 8 years with Raytheon in McKinney Texas as the Director of Enterprise Services Integration in the Information Technology division of the company and finished his civilian career as Vice President and Chief Information Officer for DynCorp International in Ft. Worth Texas. Frank’s first introduction to the D&RGW was during his first visit to Chama NM in 1958 to a family member’s ranch in the Chama Valley. Growing up, he spent several summers working on the ranch taking care of horses, hunting dogs, and bailing hay with his cousins and other ranch hands. Frank became a member of the Friends of the C&TSR in 2016 working on the Paint Team and eventually taking over operations of the Paint Car supplies and equipment. Frank enjoys gaming, golf, traveling, and preserving the C&TSR.
